In July 2013, the State Employment and Expenditure for Results (SEEFOR) Project commenced in 4 participating States (Edo, Delta, Bayelsa and Rivers). The Project became effective in Edo State on 31st July 2013.


The SEEFOR project development objective is to enhance opportunities for employment and access to socio-economic services, while improving the public expenditure management systems in participating States.

The project is financed with credit from the International Development Association (IDA), grant from the European Union (EU) and counterpart fund from Edo State Government.

The Edo SEEFOR Project is complimentary of the Edo State Government in the empowerment of youths through job creation, promotion of gender diversity through female participation in different interventions, provision of grants to farmers, as well as the development of rural and urban communities in Edo State through activities of the various sub-components of the project.

The Project comprises three components, namely; Component A, Component Band Component C.
Component A supports 3 activity areas: Youth employment through small public works; Grants to Technical, Vocational and Agricultural Training Institution and Grants for Community-Driven Developments.

Component B is implemented under 7 sub-components:Public Finance Management Legislation;Budget Reforms;Accounting, Expenditure Control and Financial Reporting;Internal External Audit;State Integrated Financial Management Information Systems (SIFMIS); Public Procurement reforms and Reform of the State Tax Authority.

Component C consists of the Project Implementation Support and Coordination.
