SEEFOR is an acronym for State Employment and Expenditure for Results Project.
The objective of the Project is to enhance opportunities for employment and access to socio-economic services, while improving public expenditure management systems of the participating states.
The scope of the Project involves creation of employment for unemployed youths through value chain of activities in public works such as road and drainage maintenance, waste collection and disposal; providing grants to the six technical colleges, vocational and agricultural training institutions in Rivers State; providing grants for community driven development projects and; supporting the public financial management reforms in the state
The SEEFOR Project is owned by each of the participating states
There are four Niger Delta States involved in the project. They are Delta, Edo, Rivers and Bayelsa.
SEEFOR is funded through the assistance of the World Bank and the European Union with participating states paying their counterpart funds.
The beneficiaries of the SEEFOR Project will be unemployed youths, technical and vocational training institutions, communities, women groups, farmers, youth organisations that will receive grants, students and teachers of the six Technical Colleges in Delta State as well as the Activity Executing Agencies in the state.
Communities that have Community Development Associations registered with the Ministry of Women Affairs, Community and Social Development are required to apply for grants to carry out Community Driven Development Projects and communities that meet the requirements will be selected and grants given to carry out such projects. Besides, under the economic sub-component of the Community Driven Development, Fadama User Groups/Fadama Community Associations will benefit from the project. In all instances, the communities will be responsible for sub-project identification, implementation and monitoring.
The SEEFOR Project is being implemented now to assist the Federal Government Amnesty Programme and other initiatives of participating state governments to ensure that sustainable peace comes to the Niger Delta Region and also support the Public Financial Management reforms of the participating States.
SEEFOR will impact on the lives of Edo people by providing employment for youths and supporting them to gain requisite skill that can make them employable. Selected roads and drainages currently in bad shape will be rehabilitated therefore providing motorable roads for vehicle owners and reducing risk for pedestrians. Grants will be provided to Community Development Associations to carry out some projects that will impact the lives of inhabitants of the communities.
The Edo State Government is the major sponsor of the SEEFOR Project in partnership with the World Bank and the European Union and as a result has been paying its counterpart funds.
The Ministry of Budget & Economic Planning is the parent ministry responsible for implementation of SEEFOR in Edo State. The ministry has set up the State Project Coordinating Unit (SPCU) as her operational arm for the implementation of SEEFOR project in Edo State.
